Grading Permit Review
Building permits are reviewed by the Engineering Department to determine compliance with the Flood Damage Prevention Ordinance as administered and enforced by the Engineering Department and to determine compliance with erosion control plan approval requirements as administered and enforced by the Land Quality Section of the North Carolina Department of Environment and Natural Resources (NCDENR). Generally, Land Quality requires erosion control plans when one or more acres of land are disturbed. A copy of the approval letter from Land Quality and a copy of the approved erosion control plan must be provided prior to signoff of the Building Permit by the Engineering Department. Building Permits are issued by the Inspections Department. A separate grading permit must be obtained from the Engineering Department prior to any development within a Special Flood Hazard Area as identified by the Flood Insurance Rate Maps regardless of the scope or type of development. Development means any man-made change to improved or unimproved real estate, including but not limited to, buildings or other structures, mining, dredging, filling, grading, paving, excavation or drilling operations, or storage of equipment or materials.
